Why work on page-two rankings at all?
Because the gap between position 11 and position 9 is usually smaller than the gap between nothing and position 30. A page ranking eleventh has already convinced Google it belongs in the conversation. Moving it is editing, not starting over, which is why this is the first place to look when time is short.
Will fixing these get me to page one?
Sometimes, and nobody can promise which ones. Positions move for reasons outside anyone's control, competitors included. What's true is that these are the cheapest bets on the board, and results build over months rather than days.
